In order for successful communication to occur, the sender must encode information in a manner that empowers the receiver to effectively decode the message. This paper presents the findings from 75 two-hour community meetings in which scientists attempted to communicate with community residents regarding environmental practices. The research culminates in the design of a “Communications hazards analysis” or the key steps to be followed to engage in successful and effective communication by scientists and non-scientists.
